 EC-Council Scheme Committee is an information security community


The EC-Council | Scheme Committee is a member based network of volunteers that are recognized by EC-Council and the society as key leaders in the field of information security. They are carefully selected from either the academia and/or industry and are committed to the information security community. An invitation is extended to these individuals to be part of the Scheme Committee and the selection criteria are based on their credibility and contribution to the security community. More importantly, they serve as an independent voice for the industry.



With the formation of this committee, we hope to identify changes to our present EC-Council | Continuing Education (E|CE) system and to ensure that our certifications remain valuable and up-to-date, and that all EC-Council certified professionals maintain and widen their knowledge base constantly to avoid revocation of EC-Council’s certification exams. The Scheme Committee shall hereby be responsible for the development and the maintenance of EC-Council certifications.





Scott Applegate -Communications Officer(US Army)

Scott D. Applegate is a military officer with more than 20 years of experience in leadership, management, communications and security. Mr. Applegate was one of the founding members of the EC Council’s Scheme Committee and currently holds the CEH, CISSP and NSA/CNSS 4011 Certifications. He holds two Masters Degrees, one in Military Studies and one in Information Assurance, and is currently pursuing a PhD in Information Technology at George Mason University. Mr. Applegate is a published author and a past speaker at Hacker Halted. His current research interests include information assurance, cyber warfare, cyber militias, security metrics and cyber law. Mr. Applegate currently resides in Northern Virginia with his wife Sara and their son Preston.

Bill Varhol - Senior Associate(KMPG)

Bill Varhol has over 10 total years of experience within the Information Technology field. He has a strong IT security background and has worked in both the private sector and as a contractor with the US DoD. Mr. Varhol has a handful of industry recognized certifications from groups including Microsoft, CompTIA, EC-Council, Offensive Security and others. He is currently employed as a Sr. Associate with KPMG where he is a member of Information Protection and Business Resilience under IT Advisory. He focuses on technical security assessments including penetration testing training and vulnerability assessments and has done work for some of the country's largest retailers, manufacturing companies, banks, and universities.Sr. Cyber Security Engineer

Duties and Responsibilities of the EC-Council Scheme Committee members
The specific duties and responsibilities of the SC members include:

  • Approve key policies governing the operation of EC-Council Certification Division.
  • Assuring consistency of decision making as well as the criteria used therein.
  • Serve on appeals and complaints task groups as appointed by the SC Chair.
  • Promote and provide guidance to promote EC-Council certifications.
  • Provide guidance regarding international initiatives supporting EC-Council certifications.
  • Provide guidance to support educational initiatives related to EC-Council certifications.
  • Determine areas of research required to improve EC-Council certifications.
  • Serve on task forces / subcommittees as appointed by the SC Chair.
